There are 3 forms of government within Australia; Local Government, State Government and Federal Government.
The State Government is responsible for pre-schools, schools and education, hospitals, community health centers, major roads and public transport, public housing, youth services, police, law and many other areas of policy.
Your state representatives will normally be happy to raise other federal and local government issues with your federal member of Parliament or the Local Council on your behalf.
